This is the first sale I'm aware of the controller accessory for the ROG Phone 3. It also works on the 2 but only in bluetooth mode, USB only works on 3.
I have them myself and they're pretty great, excellent for moonlight and dolphin/retroarch.

Is this compatible with any other phones? Or just ROG phones?

In the joycon style or handheld mode it is just for ROG phone as it comes with a special mounting bracket with a USB C port designed for the phone.
The side controllers latch onto the bracket via rails just like the nintendo switch and it feels like a solid unit, not a clamped on attachment.
With the gamepad attachment it can be used standalone via USB or Bluetooth on PC and other platforms.
