Why does it have to be better? Regardless, it's a different type of offer altogether. This makes your purchase cheaper, and then you can pay for it with those discounted gift cards if you want to feel like you double-dipped.

It's not due to the "suppliers" - it is only Target deciding it does not want to discount these products. Offering the $10 off $100 eats into the margin which to your credit could be slim. Don't worry, feel free to complain about it too, I and others will keep on bringing it up since it's helpful to list the exclusions, which happen to be roughly half the store.

Even a $10 off coupon has all these exclusions now? I'd rather them just not offer them at all then to have this many exclusions where you have to comb through a million things and then try to figure out if what you want to buy is excluded. I've got to think this policy creates a nightmare in stores for casheries when people realize what they wanted to buy was excluded. Target corporate probably figures most people won't care and just go through with purchase anyway, but these idiotic coupons over time have shifted me from liking target to avoiding them at all costs.
