I have the same in 4-bike version last 4 years and have been solid. I like that you can secure top-tube & seat tube etc to accommodate small bikes (tried down to 14" wheels) and MTBs with rear shocks etc. Not as ideal as a platform rack, but workable.
Never used a bike rack. Can you buy lock separately for this?
doesn't look like it, i was wondering the same thing. Looks like the locking version isn't on sale either. some of the reviews also turned me off but i guess if it's just being used to bring the kids +their bikes to the bike trail it would work just fine.

Are you asking about locking the bikes to the rack or the rack to the car? I have the four bike version and I bought a locking hitch pin to lock it to the car. I route a cable lock through the bikes if I'm parking somewhere shady. Not enough to deter a real thief but I figure it would deter the casual thief walking by. My bikes also aren't very expensive so that's less of an incentive.
Shame I just bought a generic 150lb capacity 4 bike rack from Tractor Supply for $70. I definitely would have paid $20 more for the quality brand and added capacity of this deal.
