Oh wow, Panzer Dragoon! My meth addict neighbour had this when I was 8 or 9. I was used to SNES graphics, and this blew my mind! Also used to show off knives to me and get really unbalanced and angry and we'd go home and not say anything to my parents because we didn't want to not play Saturn. Did he do drugs in front of me? I think he did. There were empty beer cans and ashtrays everywhere, and I remember keeping my feet off the floor because it was really dirty.
I probably could have died over there, come to think of it.
But, Panzer Dragoon, right?!
So let me preface by saying I am not a coder in any way whatsoever, but my understanding is that like in this case PDS was optimized to run on the Saturn so every facet of the game was coded to run on that specific hardware configuration. Porting a game to different hardware results in having to edit specific components of the game to get the whole package to run smoothly. So in this case without the original coding there really isn't a feasible way to bring it to current hardware because you don't have the game engine, audio files, textures, etc. There has been games remade in the past with partial coding, but then the team remaking the game literally has to go in and fill those voids which can make it feel off.
Apparently Sega lost the original coding, don't think that will be happening unfortunately. BUT Panzer Dragoon Zwei is being remade by this same team! Should be out later this year

Couldn't they just use the actual game disks to recreate the coding ?

Wow, that's a good explanation. I appreciate it. I loved the game when I had it back in 98 or 99 but sold it years ago, back when it fetched $300. Shocked to see ppl buying a saturn game for over $1000 now.

That's called "reverse engineering" and not as easy as it sounds. Especially, when you deal with outdated instruction sets that few people have experience/knowledge of. And then, especially with older systems, engineers pulled all kinds of tricks to make certain things work. Those kind of things tend to be marked with "comments" to explain why they did what they did. None of that information would be present when you reverse engineer the program. It's a very costly task, it's likely not worth the effort. In such cases running games emulating the hardware makes more sense.

Essentially yes. Initially there were some gripes but they seemed to have patched most concerns
