Costco gas stations aren't coded as "wholesale clubs" so you won't get 5% for that but this offer will get you the discount.
Money is money. Also the true value of these Freedom cards is transferring the "cash back" to Ultimate Rewards points and redeeming them on your Sapphire Preferred (+25% redemption bonus) or Sapphire Reserved (+50% redemption bonus).

The TRUE value in Chase Ultimate Rewards is in their 1:1 transfer rates to their ~13 or so travel partners. The Chase Travel Portal is pretty good if you have the Sapphire Reserve and you get 1.5 cents per point. By transferring you can get 3 cents or more. Sometimes even more during promos or specials. Although if you can get around 2 cents per point you are doing just fine with Chase.

FYI: If you have a Chase Freedom prepaid card, they're not in the Freedom family of cards any more as of 01/01, they're now called Chase Liquid and you should be getting a new card any time. (Including government payment accounts) Sign into the Chase app or website and you'll notice the picture of your card looks totally different now.
Damn - just activated it on all three of my chase cards. One of which is Amazon prime chase card and that activated a different offer of 3% back on grocery store purchases valid from 11/17/20-2/17/21. Wish I knew about this earlier! How in the world do we find out about these offers if they don't send them to us?

Odd. The Prime card is not in the Freedom family and every Freedom perk post has someone complaining about not being able to use their Prime card. Also more odd is you got 3% back, when Amazon's current promo is 2% cash back according to Chase's web site. And I just tried it on mine, and just like everyone else, "The offer you are attempting to access is not available for the card account you entered. If you have another account, please try signing in using that card's information."

This is what I saw when activating for my Amazon Prime card. Had I known about this I could have earned over $60 in additional rewards. I'll be checking this link monthly now just to see if anything is available, assuming that's the only way to find out about these offers to our accounts.

Costco gas should only get you 1%, based on my findings . I did buy a Costco Cash card and use that at the pump for the 5% though..
If you already have a Citi Costco card, you should already be getting 4% at Costco gas pump. If I were you, I'd use the cash card to get non-gas Costco purchase instead (which would only get me 2% on Citi Costco card).
