Can I plug them in 220V outlets in Europe? Or will they fry? I understand that the devices I use will also need to support 220V but I'm trying to understand whether the Monoprice will fry.

It doesn't list 220v or show it's label, but I bet it will work with 220 and it's label will say so. Most of these things use switching power supplies

FWIW the manual says it provides over voltage and over current protection, but doesn't necessarily say "surge protection".

Got the 30w PD Anker one over 2 years ago. Has been great but I'm really looking for something with 60w PD. But 15 each is a great price.

So you basically gain one AC outlet and a USB-A/C charger. So it's barely what one would call a "power strip" with one outlet gain.

The cord on the plug is on the TOP, so if you're putting this on a desk, that is OK, but if you're putting it on the floor, then the cord will be sort of funky.

Sure. Typical wall outlet will be a 15A max load, so you will still be limited to 1800W total draw, but even full out there's still 1600W available on top of the USB load (incl reasonable overhead) that can be split between the outlets.

Edit: one caveat is that you will need some sort of extension for one of these, as it looks like it has a right-angle plug which will interfere with plugging two in in a top-bottom arrangement.
