Stainless steel ones all include cellular capability and have a sapphire based screen rather than glass, so are more scratch resistant. Series 6 SS starts at $700, so big savings if you want SS but willing to go last gen. If you don't care about SS or cellular, not a good deal, just get Series 6.

I currently have a S4 in SS and I recommend the extra money here. It is much more durable, and I have yet to scratch it. I seem to always bump it on things, walking upstairs, etc. I'm not sold on the replacement cost for me on what adds an always on display.
This is a great deal, and worth the upgrade if you are rocking S3 or older and looking to replace. Do the stainless. It's worth the cash.
Same version of series 6 is typically about $150 more on Walmart's website.
That 2x brighter always on display is a big diff. Maybe not a $200 difference, but series 7 is 5-6 months away.
If I didn't have the Black SS 4 series, I would be all over it.

According to the setup page, you can set up cellular later, and remove a cellular plan at any time, so it sounds like you should be ok. I currently have a GPS only Series 3 watch though so I'm not sure.
However, it operates with offline functions once you have it setup (this is my use case since I have an android as my main phone and also the apple watch)
Basically I used a spare iphone for setup
Then I mostly use the watch for fitness (great for runs as I can store music offline and it has onboard GPS) so I don't need to carry my phone
The majority of watch apps require data syncing with the iphone though so it's useless to me

For my use case it was to replace a fitbit so all I want is GPS + music + sleep tracking + something really light
I run a decent amount (roughly 20 miles a week) but I'm not crazy like all the Garmin people
I also like that there's a strong developer community for the apple so there's always hope that something can be improved with software
That said, if something comes along that is better for me, I would switch in a heartbeat (pun intended )
Its really annoying to have to charge the watch every day even if I use only "basic" functions
