yes, that's correct. looks like it's only for existing T-Mobile customers and not for sprint customers.
I guess that I have been spoiled with past deals for free lines and stacking free phones.

I currently have 3 paid lines and 2 free lines. I don't care about the number on one of the paid lines. If I am able to get $300 from Costco for a paid BYOD line and get a free line ($300 on the free line would be nice, too, but I'm excluding it for now), I think I can still come out slightly ahead after a year. With the Insider discount, 1 year of service comes to $192, so I come out about $100 ahead. After one year, I cancel one of my current paid lines, leaving me with 3 paid lines, 3 free lines, and that $100.
I'm basing the year of service on a potential requirement that I keep service on all of my lines for 1 year after the latest promo is applied. I don't know if that's the case with this BOGO. If it's not, and I can cancel one of the paid lines 1 year after the last free line in December, I might potentially have even more savings, right?
Or should I just wait to see if there are additional free lines this year?
