Is there any way to contact Microsoft Email Account Security/Support for resetting credentials?

I have exhausted all options here. This problem is simple but it is extremely hard to solve because Microsoft refuses to change any security settings on frontline support.
We have an old Hotmail account that lost access last month. The login screen only offers ONE method of signing in. As soon as you submit the full Hotmail account, it tells you that you must enter the "Security Code sent to the [hotmail.com] account".
We know the password. We reset the password via account recovery (thinking this Recovery Form would let you bypass the damn code). At no point is there any option to submit the password. It will not allow you to text the code to the phone on file.
We are locked out permanently if Microsoft can't help redirect these codes to the phone. They are currently only being sent to the SAME HOTMAIL we've been trying to access! This is the most flawed and frustrating security mechanism I've seen. I'm willing to pay at this point to reach someone. Every support channel leads nowhere. We are redirected and get ghosted.

I have had very good luck contacting companies via facebook messaging and keep a facebook account for just that reason.
Alternatively, I've seen a few customer support phone numbers floating around on the web you could try calling.
