So Samsung ends up with:
1) Everyone and their mother contacting CSRs for a PM as soon as their package is sent out
2) Some phones were recalled successfully, but they accidentally refunded entire order + $200 PM
3) Some phones got through even though the order was canceled
4) Some phones got through and CSR gave $200 PM even though the order was canceled
5) Some accessories delivered, but phones not, orders canceled + $200 PM
Correcting all these mistakes is going to take a lot of time lol. If you got a phone check back in 15 days or so (whatever old PM time limit was)

Also, did they actually cancel your order completely and send you a cancellation email?
I did not receive any cancellation email or on my account.
My friend did the same order w/coupons. He had similar scenario, except he got charged, refunded full amount, got charged again. He did receive his S21 Ultra. No cancellation email.
Also, the way you phrased your response is not fooling anyone. You know that you were not "genuinely following their process," especially if at any point between opening and closing multiple incognito windows, you took a second to glance down at the T&Cs on those codes, which is again, why I'm saying that it's insane to think you are owed any kind of apology.
You said you already got a tablet and ordered with stacking codes, so seriously, what did that cost you, like $30 for a $350 tablet? If they don't refund you then you show your CC the invoice and file a chargeback and you may even get to keep an expensive tablet that you only paid a few bucks for. I don't see any reason to complain...
