I was able to sign up for a card online though, 80k points, no $95 sign-up fee, and there was mention of a grocery credit.

I was in branch today to apply. Apparently, the banker told me they had the system issue that if you already had sapphire in the past, it wouldnt see you in the system, and it probably would got solved around april 23.
I applied this morning at a branch and got the same.
