Well with chase they don't care if you never use the card. So try and hit that 4k asap.

There is no point to doing that. You only qualify for the sign up bonus when you sign up for a new card. Product change or upgrade/downgrade never counts.

I'm well aware of this rule and I should be eligible since I got my welcome bonus points about 50 months ago.

Similar, my CSR bonus was issued on the billing cycle 03/26/17~04/26/17. But my local banker insisted that I received my bonus on July 2017, instead of April 2017. And said that ther was nothing she can do, I can not apply in local chase bank.
