Local (Craigslist, Offerup, etc) Your experience will vary, and the onus is on you to validate the phone is ready for trade-in. You might score with a great deal, or you might get ripped off. Only go this route if you know how to inspect phones or you need the phone the same day. eBay [ebay.com] You will have to read each listing very carefully, since there are listings for cracked, water damaged, icloud locked, or otherwise untradeable phones. TMO doesn't want people doing what you're wanting to do.
To accomplish it, you would need to:
1. Add free line.
2. Wait a year + one day.
3. Port out paid line to another carrier.
4. Keep paid line active on another carrier for 90 days (to preserve number).
5. Port old number back in on free line.
This whole process has taken you 1.25 years.
I have 2 of my free lines in a iPad and a Samsung S4 tablet, with UNLIMITED data.
You have to call them and tell them you want to use the line (promo line) in a tablet but don't want to lose the promotion and you don't want to open a new line for this.
What they did for me, was block the phone service on the line and kept the messaging and data. That way I am able to use it in my tablet.
Every summer my daughter comes and visit from Germany. I take one of the sim card out of my tablet and put it in her phone..
I call T-Mobile and have them unblock the phone service. That way, my daughter has a phone while she is here in country.
When she leaves I call them back and get it blocked again. I have been doing this for close to 5 years. So I know for a fact it works.
Tomorrow I will be calling to try and get another free line.. (Fingers Crossed)

My understanding is no. I was in a similar position and add the free line, hit 8 lines. Then the next time there was another free line, I went on chat and asked the rep to convert it to the SOC which all allow up to 12 lines.
Using a chat through T-mobile app could be another option, but it never worked for me when I tried last couple of days.
The S21+ is on sale for $749x2 +TX tax came to $1620. $720 MC rebate card + $100 New line Costco shop card. . .leaves me at $800 in the end and less than what my 2 sold phones netted. Even if you just had the S20FE to sell, you'd still be at $400 or less. And cost would be lower with regular S20's. . .which for me would be $600 after tax and rebates.
