TMO doesn't want people doing what you're wanting to do.
To accomplish it, you would need to:
1. Add free line.
2. Wait a year + one day.
3. Port out paid line to another carrier.
4. Keep paid line active on another carrier for 90 days (to preserve number).
5. Port old number back in on free line.
This whole process has taken you 1.25 years.
I have 2 of my free lines in a iPad and a Samsung S4 tablet, with UNLIMITED data.
You have to call them and tell them you want to use the line (promo line) in a tablet but don't want to lose the promotion and you don't want to open a new line for this.
What they did for me, was block the phone service on the line and kept the messaging and data. That way I am able to use it in my tablet.
Every summer my daughter comes and visit from Germany. I take one of the sim card out of my tablet and put it in her phone..
I call T-Mobile and have them unblock the phone service. That way, my daughter has a phone while she is here in country.
When she leaves I call them back and get it blocked again. I have been doing this for close to 5 years. So I know for a fact it works.
Tomorrow I will be calling to try and get another free line.. (Fingers Crossed)

I have old iPhone-6, iPhone-7 and iPhone-8 for trading in but I am still sending iPhone-6 for only $380 credit because I know this is my last chance to get rid of iPhone-6, nobody else wants iPhone-6.(especially for close to that price). ;-)
Unless you see the combined value of your current iPhone 7 and iPhone 8 to be over $500 next year, it is better to get rid of them this year.
When I saw that the free line was eligible for trade-in deals, I figured this was my best chance to get rid of my 2.5 year old iPhone 8+ (Black Friday 2018 - Walmart $400 GC
When iPhone 13 comes, I expect full-trade in to happen starting from X/XS/XR onwards. 8 series will go down to where 7 is now.

You are passing up an extra $450 just because you want to dump an old iPhone 6.
You can throw the iPhone 6 in a lake and still come out ahead by trading in the 8.
If you cannot sell the 6, use it as a remote or iPod. Or use it as a backup phone you take to the beach or boating, or any place where it might be trashed or stolen. Or leave it in the car for emergency use, or as a decoy for thieves to steal.

As xtrabad said above, your chances of fetching max value for 7 and 8 are running out and unsure if it would still fetch similar later this year. Even if you are to sell iPhone 6 and 7 now for $150-200 combined, you will be saving around $600-650 ($450 for iPhone 12 + 6/7 sale) by giving away your 8, rather than taking a chance with 7 / 8 in the future.
