That and more people are working from home. And those ppl staying at home need new laptops, get bored, decided to buy new GPUs to upgrade or build a system. Even Samsung can't make some phones due to chip shortages.
Dell can get GPUs cheaper cuz they have the buying power. And the more you buy, the more discounts the GPU makers give them. More demand + less supply = prices go up.

In a nutshell, they're both great machines that can do most things very well. The Mac Mini will perform a little better/faster. The Dell can play more games.
