I've gotten multiple quotes from dealers in the NorCal region for a Prius Prime XLE 22,800 plus taxes and fees. The OTD price for me was 25,820 and I could save 750 by signing up for uber, so about 25,070 basically 25000 OTD. I'm still deciding if I want to buy it but thought i'd share the deal. This can most likely be replicated in SoCal.
There is a 4500 federal tax credit if you qualify and also a 1000 rebate from the state.
If you pay atleast 4500 in federal taxes then this is an amazing deal because its basically 25000-4500-1000= $19500 for a brand new 2021 XLE Prius Prime which is leather and has a 12 inch screen and a 25 mile battery that charges in under 6 hours using a normal 120v port. The car also comes with a HOV sticker for 4 years and the typically toyota care for 2 years covering service.
Looking at Carvana and Carmax the trade in value for a 2020 Prius Prime with 12k miles is a bit over 23k. So if you were to buy the car and drive it for a year and then trade it in you'd net a profit of 2500-3500 depending on having to return the 1k rebate to the state since that requires 30 months of ownership but that may be prorated as well. So on avg a 3k profit to drive the car for one year or a free car to drive for 2 years after tax incentives isn't a bad deal.
It did take me awile to find the lowest dealer in my area but most were within $500-1000 of each other, which isn't much considering the tax incentives and the car basically paying you to drive it for a year.

we'll see... i mean i hope that sticks... but recall in the 90s when CARB set rules for X% of cars in Cali to be EV by 20XX. Ultimately that was abandoned. Hopefully it sticks this time around.

You want the government to dictate what cars people are and aren't allowed to buy? Interesting. Electric cars aren't absent of environmental concern.
