It's a deterrent for a casual thief walking by and riding away. No lock is safe if you are leaving a multi-100$ bike unattended for long for organized bike thieves. Thousand+ $ bike? forget it.

Biggest issue with this bike lock is that the combination is set?

Absolutely, but I'm in downtown Chicago and have to be conscious of that.

If the lock has some heft to it, there's much less of a chance someone will bother with it.

I've had this lock for years. Never cut, never broken. Then again I don't live in the city or the ghetto. I use it in parks or on trails but I'm not leaving a bike unattended for hours. For travel I use something much heavier but this works some situations.

If I'm not mistaken any of these combination locks can be unlocked with your barehands in about 10 secs. If you just pull apart with force while turning the dials one at a time it will eventually start unlocking.
