It really depends what you're doing. If you have a cheaper camera with a cheaper lens. (Less than 50 mpx, less than ~1k lens), and you aren't doing landscapes in windy conditions, then this should be just fine for most things.
But when you have a bigger, nicer setup, and are in tougher conditions, it's really not worth saving a buck on these tripods. Not worth it. A nice tripod lasts many many years.
This tripod is for light setups in light conditions.
For stability ratings, take a look at thecentercolumn website ratings. This is near the bottom even for travel tripods.

Goes up to the same height, but only 4kg weight limit, and aluminum. This looks like it might be better.
