You probably need to be registered to to receive exclusive promotions and member benefits from Costco via email.
- press on the "Sign in / Register" link on the homepage.
- once logged in to "My Account" navigate to "My Preferences"
- check the box that reads: "I want to receive exclusive promotions and member benefits from Costco via email." and save preferences.
Not sure if this will work but I am trying it since I was not registered for their emails and didn't get the code yet.
Edit: Might be true for some, but I was enrolled in this already and I didn't get either of the promotions.

Costco Site now has this banner message:

Joking apart, it is irritating to see this kind of discrimination. Hey, Costco, if you see this, just play fair, maybe I'll spend even more.
I spoke with a nice lady. I said I would like to place an order with a coupon code.
She asked if it was for Electronics; I said, "not in my case". I told her that a friend (Hey you SD friends!) told me there was an "Exclusive Code: Get $100 OFF An Order of $500 or More on Costco.com!" that he got, so I would like to use it too, to buy 2 items that are in my cart worth more than $500.
She looked my account up and gave me the code.
Order placed.
