You probably need to be registered to to receive exclusive promotions and member benefits from Costco via email.
- press on the "Sign in / Register" link on the homepage.
- once logged in to "My Account" navigate to "My Preferences"
- check the box that reads: "I want to receive exclusive promotions and member benefits from Costco via email." and save preferences.
Not sure if this will work but I am trying it since I was not registered for their emails and didn't get the code yet.
Edit: Might be true for some, but I was enrolled in this already and I didn't get either of the promotions.

Costco Site now has this banner message:

It seems they are alerted.

I just check my Costco settings/preferences and noticed that had not selected, " I want to receive exclusive promotions and member benefits from Costco via email."
I received a confirmation email after turning this email preference on. The email mentions multiple times that I'll now be receiving "EXCLUSIVE" offers, previews, and promotions.
It seems like this may be the reason I and others weren't alerted to this promotion. I guess it's a lesson learned on accepting promos (vs trying to reduce the amount of spam in our inbox).
I just contacted Costco customer support via their chat option and asked for them to resend this promo email. Costco did one better and provided me my code directly via chat.
This worked for me. Not sure why it wouldn't work for others.
