It would appear they manufacture the HART line exclusively for Walmart (if the white/blue colors didn't give it away already).

They're solid entry level tools for Home Improvement DIY. Pretty much Walmart's Ryobi, with a basic lineup. Need more tool options while still spending less $$, go Ryobi.

Like almost all manufacturers, Makita is cutting corners on their original line. The blue made-in-China Makita is the lower-tier, and the maroon made-in-Japan is the current high-tier. You can see detailed tear downs on AvE's youtube channel.
I'm still a Makita fan, but with the price of the maroon Makitas, I always check what Milwaukee, Dewalt, Ridgid, Bosch, and Metabo are offering.
More on topic, the HART brand is made by the same manufacturer that makes Milwaukee and Ridgid. Ridgid is often very similar to old Milwaukee tools. I suspect HART will be like a budget Ridgid line, and I suspect they will be great tools for the money.
