Levovo has a full product line from cheap tablets to portable workstations. I have had 6 different models of ThinkPad W and P series over the past 10-15 years and they have all been extremely high quality as portable engineering/CAD workstations. I have traveled with them around the world and never had a problem, ever. I have had a couple of cheap lenovo tablets that were underpowered junk. I just bought a Lenovo Duet and am extremely impressed with the quality, can't beats the price point either.
As far as ultra books go, not sure, I have never had a need for an ultrabook. But I have not heard of any class action lawsuits against them, as opposed to companies like Apple shipping known bad keyboards and such on the MacBooks. And people consider Apple to be high quality. How horrible would Apple quality be if they attempted to compete at this price point?

The Costco laptop, Lenovo that was on sale for $650 is no longer available.
Any tips on what i should be looking for in specs to be an improvement on my current system for the purposes described? This particular deal sounds great, but being 16GB memory and 4 core CPU, I'm guessing i need to look for a higher powered system.
Yep you won't get any benefit from a downgrade to a 4 core CPU like this not matter how wonderful the other specs are plus this smaller form factor will cripple your cooling when running all cores for video editing. What you need is a 5800 or 5900H/HS/HX CPU with a 3060/3070 GPU. Just stay away from Intel completely as they have lost the core count and nanometer war. There is just no hope in sight for them.
Anyway, not looking to buy right now, but hopefully by the fall.

Define a few years. I still use my 7 year old Lenovo Yoga. Less than that is a waste.
