For the casual homeowner, with occasional usage, like me, they are great. (The Matrix system has the added advantage of taking up a LOT less space than individual tools, also).
I have 4x 20V batteries, most of them 3aH, and they are GREAT. And they have an added BONUS of being compatible with adaptors for RYOBI and Craftsman V20 tools, so I can (and have) easily picked up bargain tools from those lines, without having to change batteries.
I'd take the B&D any minute over HART, unless the HART line was at a throw away price. (Waay too many limitations, with HART, as a product line. And you are risking everything on Walmart keeping the line going).

I've used the circular saw less than 10 times but the drill over 50 or 100 over the last 5 years. Honestly though the HART system for $138 might be better, that ecosystem is better. The B&D trimmer only uses 0.065 string and so I've eventually replaced the drill and trimmer so it might be better to just get good quality the first time or at least not the worst. The HART or one of the others seem a bit higher tier. The HART even has a USB charger off their batteries.

You could get a porter cable drill for $40+ since batteries compatible with B&D with a notch mod and than I think you'd be equivalent with the Hart deal but still in the B&D ecosystem and have more tools ( maybe even sell the B&D drill?):

Here's what I did. I have the same exact 19.2v craftsman but the batteries eventually failed. I got this exact b&d set and got an adapter to use BD batteries in my craftsman 19.2 tools. Look on eBay for the adapter.
