Now I am getting an email with the text below, did I mess up somewhere by applying on the two sites? My parents already had the Xfinity Internet Essentials plan.
Thank you for applying for the temporary Federal Emergency Broadband Benefit program through Xfinity. Unfortunately, we could not completely process your EBB application at this time.
Here's why
The personal information that you provided matches the personal information of another subscriber that is currently on file with the National Verifier. If you believe this to be fraud, contact [email protected] to resolve this immediately.
What you can do next
Please verify that you are not currently enrolled with another service provider. In order to enroll in the Emergency Broadband Benefit program with Xfinity, the information on your EBB application with the National Verifier must match the information on your Xfinity account. To make corrections, you may need to submit additional documentation to the National Verifier and then re-apply through Xfinity.

It lists by state, who is offering connected devices (laptop, desktop, tablet).
Metro T Mobile, Boost Mobile and others. Not ATT, Verizon, Xfinity, at least not in my state.
*Some addresses/accounts may already be flagged as preapproved and do not need to fill out this form, usually applies to folks who already have some kind of lifeline service already active, check with your ISP, you still have to fill out EBB form with ISP to start benefit/credits.
2. ONCE APPROVED, Apply for EBB to start with your ISP by calling or visit their website to apply.
3. Wait for credits, usually by next billing cycle.
Tips...
Applying with ISP before or at same time as getemergencybroadband.org might trigger denial as
ISP goes based on getemergencybroadband.org status.
Credit may not apply to some high tier pkgs such as GIG, check with ISP or read the ISP EBB form when applying online.
Info used at getemergencybroadband.org must match info used when filling out ISP EBB form, ex: Middle name/dob/ss, to
avoid delays/denial.

I got the same problem for my parents. When I login to the lifeline website the application says approved but xfinity says otherwise.
Yea and then when you click apply now at the EBB site it takes you to the lifeline application
I was approved by the government. COX did not activate the benefit. My status is still pending.
Four steps:
1 Verify ID with ID.me
2 Confirm eligibility & apply with ID.me
3 Qualified
4 Benefit active
Once the rep online tells them you have been approved by the Universal Service Administrative Company (USAC).
He/she will ask you to verify your spectrum acct. He/she will ask you to agree on the ebb program. Take only less than 10 minutes and it said will start in 1-2 bill cycles. Fortunately, he looks at the bill for me and tells me the bill has been credited for the month of May.
