2.) The biggest reason for the difference in price (besides engineering the blades and baffles) is basically the better motor. If you can appreciate the difference that brushless power tools made (compared to the universal motor), you could appreciate this.
The cheap fan consumes 55 watts on high. In my area (central VA) my cost for electricity is around $0.12 per kWh after factoring in taxes, transmission services, distribution services, etc. This makes my cost of running the $20 fan around $4.82 per month if running 24 hours a day.
If the neighbor complaining about the high electric bill had 10 box fans running 24/7, the impact on their bill would likely be around $50 extra a month. I know electricity cost varies by location, but still.
Where the Vornado shines however is the amount of air moved and the lack of sound while doing so. The cheap fan only moves 65CFM on high while producing 73dB of noise. The Vornado moves 485CFM on high while producing only 59dB of noise, all while consuming two less watts of electricity. On low, the Vornado produces 105CFM and only makes 30dB of noise and would use considerably less electricity in the process. This is almost 50% more CFM on low than the box fan makes on high. 30dB is just above a whisper and 73dB is similar to vehicle traffic or a vacuum cleaner.

I'll save your time, it doesn't. Despite the $110 price tag.
Edit: Also; people live on the bottom of rooms, so hot air at the top is better than at the bottom? Circulating would spread that hot around around.
I guess it works if your ceiling is only 6' tall.
The price tag, is just that. the price someone is willing to pay.
I think for this specific fan, it seems to me like a discount and a slick deal if you're in the market for a DC motor air circulator.

And since it makes the house feel cooler, the central AC doesn't run as often as it would if I didn't have the fan circulating the air more efficiently.

My biggest concern here is the electronics. I much prefer a knob on my fans.
