Correct me if I'm wrong, it is illegal to make refrigerators with plastic back plate in the U.S.

it says plastic back plate, back plate, back plate can't last 30 second if there is a open flame caused by electric issue. However metal back plate, back plate, back plate product can withstand for 5 minutes.
It doesn't matter how many types of plastic inside. Or please find a "safe" freezer with no plastic?
