I can see there are plenty of Pulse Oximeters on Amazon(dot)in website for India, that too under $10. Not sure why do you want to ship from the US and incur additional charges.
I was looking at amazon.in, there is nothing below 30$, everything product is either unavailable or price pumped more than 100%. I am not sure if you are checking it right.

I bought one of these the last time around and I checked Fakespot back then. The rating was a B+ so I don't see how it could have gone to an F in a few weeks (but I see that it did). Mine works perfectly and I'm happy with it.
