Varies with airlines. Delta and American Airlines allow it. Print their battery page on their website for "permission". I just flew last week.
I've taken it on about a dozen flights. Various airlines including SW, UAL and AA. No problems in both carryon and checked getting thru security. Domestic only.

TSA will probably never check but it's better to be safe than sorry. Get one that's 26800 MaH instead
