Please be aware the ICCID can change at anytime and sometimes the ICCID on the chip will have to be edited before doing the unlock. Once updated it will unlock your device.**
To edit the ICCID use a unlocked device.
Go to settings -> Cellular -> SIM Applications ->EDIT ICCID ->EDIT ICCID

Basically you use an unlocked iphone to change the iccid on the chip then you move the chip to the locked iphone and it automatically programs it with that iccid
If you don't have an unlocked iphone then pay a bit extra for the one that has a pop up menu

Was it a network unlocked?
Are you willing to reset one and see if it's still unlocked?
I remember several years ago I had an iPhone 5s remotely unlocked via a seller on Ebay.
Once I did a master reset, the unlock went away.
I'm being charged just $28. Though I can't get pass their payment system. They want me to contact their customer support.

edit: I got it to work. A chat person DID say the 25% does not qualify for this deal. I also read the "exclusions disclosure which does say it shouldn't work. But it did work when I used another device to order.

For those who use unlock SIM chip. Do you activate the phone with the $25 TW sim first at all? Or just take the TW ($25 credit) SIM out and pop the Unlock SIM chip in to unlock it?
