One of the highest spec and unique Laptop at this price point and there is no other 13.3" Laptop with similar features, packing a 35W TDP CPU, a decent Graphics card, Thunderbolt 4 and QHD+ display.

It's actually packing Thundervolt 4. So even better!
It isn't even available for purchase from Dell yet, so guessing not.
This is the first deal on the refreshed Inspiron series in USA. Eventually Dell will bring the 14 and 15 series also with Tiger Lake H35 and mx450 graphics.

And the point for that processor on this? Why did they put a gaming processor into a 13" ultrabook?
I'm wondering if the decision to bring a 35W CPU to such a small chassis is a good decision. The 13" XPS with a lower TDP processor turns very hot. I can't begin to imagine how an even hotter CPU would do.
The rest of the specs are very interesting except the HDMI 1.4b !!
I suspect terrible considering that power hungry processor, 2k display and a discrete GPU on a 13.3 chasis
Then you have a wrong idea. Using Optimus, it will use the integrated graphics most of the times unless graphics heavy tasks are kicked in. There is Aspire 7 from Acer with 8 core 5700u and a GTX 1650 50W GPU and 15.6 inch screen and with just a 48 WHr battery it lasted 12 hours 30 mins in Wi-Fi test. These modern hardware are pretty efficient when you're not stressing the cpu and GPU.

That's not a gaming processor and in fact released for thin and light laptops where you need more power than typical U series processor. New Acer Predator Triton 300 SE comes with same Processor and a 85W RTX 3070 in a 14 inch chassis. And powerful processors are not just for gaming, they've other use cases.
This is solid and the QHD resolution is great, but 300 nits is hard to work with on the go. The FHD 500 nit display might be a better option, but the price on this configuration is fantastic compared to the sales on the 500 nit configurations.

That super high bright displays are normally reserved for the highest tier laptops from every company, XPS 13 in case of Dell, which will cost far more with similar spec. However, this panel has been used in other laptops like Lenovo Thinkbook 13s series and the max brightness actually reaches around 364 nits. Also, this is not a glossy display. Unless you're not under direct sunlight, you should be fine.
