Are you getting that message when you try to register/sign up on the RecycleBank site?
If so, I would use a different city/zip code, it doesn't necessarily have to be your specific address.
When you order a magazine you either receive a code to use where you follow a publisher link, and type in the mailing address, OR you get a screen to verify the address before clicking 'confirm'. If the address shown (the one you used to register) is not accurate, you can make changes at this stage.

It has become an activist magazine and no longer focuses on independent, unbiased product comparisons.
I usually go to my local library if I have to research on a topic. But also, my country library has it online for free where I can download any useful articles in PDF. Consumer Reports may have changed formats, but they know their boundaries.
