Basically the support falls on party lines, unless it can be worked into a reconciliation bill or they blow the filibuster it's not happening.
Edit: just for clarity, didn't want to get the politics argument going on this more just a realistic view of whether the credit will get added to make this a much better deal.

That doesn't mean hydrogen may not necessarily have a part in our future somehow but for most people it would be stupid to use renewable energy to make hydrogen from water, pressurize it, pump it, and then carry it around in your vehicle for use when you can use that exact same energy to just fill up your battery. It's kind of odd that you bring up Europe and Scandinavia where BEVs/PHEVs are booming and FCEVs are a rounding error.
Well, that's if you believe in reality and aren't putting all your hopes and dreams on some magical breakthrough that will make hydrogen abundant, cheap, and easy to store

I recently purchased an suv using Costco auto program. Note that Costco locally deals with a limited number of dealers only so you can't expect multiple deals available (unless you are in a high density population area). The best part about the program is that Costco has prearranged pricing available on each and every vehicle that the dealer sells and has in stock. It's down to the VIN number level. Each VIN has its own pricing.
But dealers will still try to play games. So your experience will depend completely on the dealer.
The spirit of the program is that you don't need to negotiate and when you ask for the Costco price, they give you the number. After this number you still qualify for any rebates, discounts, financing promos etc.
Let me say this again - SOME Dealers still play games…
In my experience, here is what happened.
We wanted an SUV, leaning towards a mid to large size. Costco had the Audi $2000 additional off promo. The promo was supposed to be that the dealer gives me the price, then takes additional $2000 off. After this I was supposed to get the additional incentives that Audi had - around $2500 rebate, plus 0% financing. I did the online thing with Costco, and got an claim/reward certificate. Dealer called in minutes and we setup an appointment, and at the time of appointment I went to the dealer. We test drove the Audi Q5, nice vehicle, but when I sat down to get the price, the sales guy started his shenanigans.. first he wouldn't tell me the Costco price after asking 3 different times. He pulled out a paper from the desk, and finally said oh yes you should get $2500 below Invoice (something like that). So what is the invoice price? Wouldn't say it.. then called his manager, and that guy started his same bs story, we will get you best price, throw in free oil change etc.. after spending over 2 hours, they still did not give me the bottom line price from Costco plus all discounts on the selected vehicle.
I ended up leaving that Audi dealership and will never return. They lost a customer who was ready to buy that day with their bs. They called me so many times for several weeks after that! I never answered. I mean if they couldn't sell when I was there, why even bother and I absolutely hate the dealerships that do this back and forth thing for every nickel and dime…
A couple of days later…. My wife was also interested in BMW X5. So I did the same thing on Costco site. Shortly after submission, I got an email and call from the dealer. The email gave me 3 example vehicles (actual ones in stock), with the sticker price and the Costco price. I was so pleasantly surprised after my prior experience. The Costco price was almost 7% lower. I went to their website and found one that had the exact packages I wanted. I emailed her back and asked for Costco price. She emailed back in minutes with the exact Costco price. On top of that she also told me I qualify for additional $3500 discount for previous bmw owners and their website showed 1.9% financing which they will offer. Overall the price was almost 12% lower than sticker - all this without any negotiation.
I paid less out the door (0 down) for the vehicle plus taxes plus 5 year maintenance package ($3200 - which includes all maintenance items, wear and tear etc except tires) and my total out the door was less than the sticker price…
So like I said, it depends on the dealership- completely!!!

I do know there are different charging rates and that depends on the vehicle AND the charging station, but again, if I'm driving somewhere a bit far from home and need to top up, what's it like? Do you get stuck somewhere for hours, possibly waiting for a station to free up? Etc?
Take a look at "A Better Routeplanner" website for an idea on what it's like taking a trip. From San Diego to southern Utah, I can stop one two times. Stopping to charge is not as big a deal as I thought it initially might be. You just get used to taking a break to walk around and many time Tesla super chargers are conveniently located to shops or food.

The only time you visit a dealership should be taking delivery (besides test drive and that visits should be test drive only). And never ask for a quote, you propose one.

Also, there is a federal tax credit that was extended through 2021. You can file and receive 30% back for the cost of a level 2 charger (220v) and installation.
If you can buy a Bolt for 20-25k, you will not find a better deal for a brand new EV that has a range of 260miles. Sure there are other EVs out there that you can still get the 7500 tax credit, but they still won't have the range or come anywhere close to the price.
Oh, and make your deal online/over the phone before stepping foot into the dealership. it'll save you a long day and a headache.
I had bad experiences with Chevy dealers from the Spark EV $109/month lease deal a few years back. The original dealer that offered the deal took my information to supposedly call me back when they get more stock. I went to the actual dealer and saw they had a few on the lot so I inquired about those. They played games and told me something along the lines that those were reserved already. I followed up several times and they said they would get back to me (they didn't). When I went on Truecar to price out a lease, they are a participating dealer so I selected them. I got a call back shortly after and they sorta yelled at me (from what I remembered) for not being patiently waiting for them. Keep in mind that the lease incentive deal had an expiration date. What I can put together is that they had limited inventory and they wanted to keep those to sell or lease on non-special terms. It would've been fine if they were just being upfront about it... But car dealer being car dealer.
I went to a different dealership asking if they can match the deal. Again, they played game and wanted me to take a test drive before they talk number. After the test drive, they gave me a standard rate that are being offered at other dealers. One of the salesman acted like he would lose his money if the dealer gave me that deal. He demanded the name and the sale person of the one that offered the deal which I did. A kind SDer shared the lease sheet with me so I knew it wasn't BS. At that point, I had zero interest in doing business with them after that. Being honest would saved them time and effort, but I guess car dealer gotta do car dealer thing.

Charging using a standard 120V outlet will take ~60hrs to go from 0-100%
Charging using a "Level 2" charger (what you see in many parking lots) takes 12ish hours to go from 0% to 100%
Charging using a DC Fast Charge station (what you see along highways) takes an hour or so to go from 10% to 80% then maybe another 30-45 minutes to go from 80% to 100%
