Original Quality after the mentioned date will count against your account storage, so it would be best to just use their unlimited Storage Saver.
The rest of the phones including their 'a' variants get unlimited Storage Saver as of now.
As for ownership, it doesn't matter if you're the 5th owner of an original Pixel, as long as it's linked to your Google account, that specific model will get you unlimited original quality... only if uploaded from that device.
This probably works well if you're indoors a lot but it sounds like a hassle to worry about battery health if you're someone who is often outdoors.
Also, it probably only makes sense to do this if you're keeping your devices 4-5 years or more. I've used plenty of phones for 3 years while charging nightly and the batteries were still decent towards the end. Not great, but decent.

Alternatively, Amazon offers free unlimited original quality photo storage for prime members with the caveat that if you cancel your prime membership, you will only have 6 months (I think) to transfer your photos out before they are deleted.
I use Amazon and find that it's extremely easy since they have a desktop app for Mac and both iOS and Android, so my photos are always synced up between all of my devices.

Edit: looks like old posts on Reddit show the Pixel 3XL with notch disabled is the same height as the pixel 2XL which is effectively a 6" screen with extra space around the notch instead of a 6.3" screen as they advertise. The non-XL Pixel 3 is a notchless 5.5"
