i think you can. just download google map for offline use for your region and you are set.

Well you can use offline map apps so yes, but it won't work with google maps that well even if you download the maps on wifi. You could get a prepaid plan with limited data to use solely for a GPS device.

For a pure GPS device maybe get this tracfone instead? It comes with 1.5 gigs of data.

It will not get in the way.

When it comes to "locks" on a phone, there are several kinds that do different things and have nothing to do with each other:

Screen lock: Pin/Face/Fingerprint/Drawing that prevents user access to the operating system

Account lock: Google/Microsoft/Apple security that prevents encrypted data from being accessed on lost or stolen phones

Master Subsidy Lock (MSL): A setting that limits which carrier a device can be used with. Used by carriers to protect their interests and subsidy investment when they pay for some or all of the phone in exchange for guaranteeing themselves (not a competitor) a customer.

Bootloader Lock: Prevents modification to the Software/OS in order to preserve a secure system and integrity of data.

SIM Lock: An optional user chosen PIN that prevents access or usage of calling, texting and data (cellular services) only. Many people get this confused with the Master Subsidy Lock.

That locked bootloader sours the deal a little, but otherwise I think it's pretty good. Google would definitely support for longer than other Android OEMs

They must not be able to move these. This "deal" has been going on for months now. I bought two of them to replace older Android phones, and so far I've been very happy.
