Not Duplo; they are regular bricks, though the figures are minidoll style, not minifig, if that matters to you. The piece count is low because it is ages 4+, and most of the pieces are bigger and easier to assemble for the younger builders. Also a big benefit of the 4+ sets, for my kids at least, is that the pieces are printed instead of stickers which we hate.
I generally have loved the 4+ steps as a great "skip Duplo" introduction to Lego, but this is perhaps the most oversimplified set I've seen in the series. If you like the intellectual property this could be nice, but given the relatively high price of most every 4+ set this one is an easy pass for me. An earlier post suggested but did not call out that even at this discounted price the cost per brick is still above the threshold for many Lego slickdealers.
