i contacted the costco kiosk and they said i had to wait entire 14weeks which was last week. Only thing i can think is that i did a separate promo (iphone 12 deal from TMO) couple months after and on both lines. Only difference was on the line I didnt get the rebate, i did the promo through costco again but from everything I've seen, that shouldnt affect the rebate?

You could try doing the following:
1) complain to the Costco store manager
2) file a BBB complaint against Wireless Advocates here:

3) do an online chat with Costco and tell them you're missing the rebate. they'll file an escalation form on your behalf.
