We played 2 first and then got 1... there was missing moves that was added to two that not in 1. Graphics was also an improvement
That being said, Overcooked is one of my favorite co-op games, if you have a friend/partner/spouse who will play with you, it's an absolute blast.

There's a lot of levels in 2 where the throwing mechanic gets in the way or simply goes unused, so I don't consider it a downside to not have it.
Also important to note that $11 doesn't get you any of the seasonal DLC, which is almost as big as the main game.
I'd say take this $11 and put it toward All You Can Eat, especially if you don't own any DLC or Overcooked 1 (which is still $5 when on sale).
