New phones would have come with Official Google 18W Charger, USB-C to USB-C cable, USB-A to C Adaptor and most importantly the USB-C Headphone Adaptor. Return policy for devices is at the bottom of the page. Seems like you can return it within 7 days if unopened without a restocking fee. May have to pay for your own shipping back though.
This phone might even do well for many as a daily driver, though I'd want to recommend a newer Pixel if at all possible (the Pixel 3 isn't much spendier, though could be tougher to find new), I just never realized how big the gap was between production and sales for this model that we're still seeing these as new in the secondary market:
