With a single flute cutting design, it is actually a poor cutting bit and why they have been closeout at giveaway price for quite some time. Probably the best box store step drill bit is the DeWalt DWA1786IR [acmetools.com] or the 3pc set DWA1790IR [acmetools.com]. If you watch, I bought mine off eBay for about half that price.

If that is what you want, they are $15 or less on eBay [ebay.com]all day, everyday, from a supposed US seller. I bought a set of those and just ok with the same cutter as the OP Irwin, I do use the case for better bits. You can buy even cheaper from Aliexpress and others, but you have to wait on delivery.

It's a STEPPED drill bit, so you drill until your desired hole diameter is met, then stop.
Good for steel or aluminum thinner than the step size. IMO Pilot hole is recommended but with some isn't technically needed.

Here is a test [youtube.com] of several step drill bits. The best bits are expensive retail, but the single flute bits should probably be avoided. For cheap step drill bits, the HF Hercules [harborfreight.com] was surprisingly a decent bit.

Sorry, by no. Every bit I have ever bought at harbor freight is junk. Stick to the rule "If it has a motor or is suppose to be sharp don't buy it at harbor freight."
