If you are planning to get a UPS, asses the consumption of your devices then get the UPS that meets your requirements. I found this UPS calculator online [eaton.com], but have never used, it might help you understand what you may need.
The smaller it is the less it'll work. You could always use a LiFePO4 or AGM battery with an inverter and a trickle charger, if you want it to last longer, but I don't think it would be seamless. You could have your own "solar generator" backup that way. I don't know about cannibalizing one with a bad battery and hook up an oversized one, but I know you should be careful about what battery you use when it's charging.

This is geared toward using Google Voice's free service. Not super intuitive to set up, but not horrible. In the end, yes, you have a free analog phone line with this. I have my cordless Panasonic phone base plugged into it. GV doesn't do 911 calls, but there are other paid VOIP providers you can choose from that do.
