It says in the title (on Amazon) that it's cast steel, and the second picture says it has a forged surface, which means that's likely the case – just hardfacing welded to the surface of a cast steel anvil. This is definitely more jewelry sized though than knives or larger.
Still seems like a decent deal if it's not complete trash, and free returns...
