I feel like with a 3080 you'd want at least a 750w PSU (to be safe).

650w is enough. Unless they're planning to overclock or add absurd amount of hard drives there is no need to get such excessive psu wattage. So many people don't realize that 650w in a white, gold, bronze, high end, low end psu is still 650w. It's just the powered efficiency that gets converted to pure electricity.

An RTX 3080 shouldn't pull more than 350W unless you're overclocking it, and a 5600X won't pull more than 75W (again unless overclocked). This PSU is more than enough, just make sure you use two separate PCIE cables on your 3080. This power supply appears to only come with single connection 8-pin PCIE cables so that shouldn't be an issue.

Maybe someone can help me. I have a ~2016 Dell XPS 8900 with 8gb and an intel internal graphics card (dedicated?). I am trying to learn coding and Adobe for a career change.

I have a new XPS 15 laptop on the way, but I'd also like to upgrade my desktop. Would this extra power help (along with extra memory? I'm not sure if I can even add a graphics card.

New to all this so excuse my ignorance. Any help is greatly appreciated!

What constitutes an absurd amount? I currently have 2 SSDs, 1 Blueray Burner, 3 4-TB HDDs, Ryzen 5 5600, 1080 Nvidia. I want a backup in case the current 850 goes boom since it's 3-ish years old.

This will be fine for what you listed. An absurd amount of HDD's is like 10+ due to power draw on boot (up to 24W per drive). If you have a way to do delayed spin-up then you can have dozens; a 3.5" HDD only consumes 5-8W while in use. The Bluray burner is 30W max while burning. SSD's don't consume much of anything (no moving parts).

You can find stuff online that does wattage calculation. PCPartPicker is good too. I like to leave about 100w difference just to be safe but more often than not most wattage people recommend is total overkill. Plus you're not using it at 50-100% wattage at a time. Most often it's ideal sucking like 10% which actually is more damaging (in the long term, like 5+ years) to the PSU than anything else.

Count each drive and fan as 5W peak. Most of the time those drives are sitting idle though. 650 w is likely totally fine for you. Even if every single component in your system was running at peak at the same time, you still would probably have headroom left over.
