This PS has auto eco mode that you can't turn off and the fan won't even start in high loads. I had to return mine since my PC kept rebooting.

Must be a defective one. It is not supposed to have the fan totally turn off which is why it has the same 15-20dB noise profile from about 400W down to 0W.

The older generation of PSUs just didn't have good enough fan control that is more common these days.
