This voltage tester NCVT-1 is the most basic one that will get the job done. I happen to have the NCVT-3, which includes a built in flashlight and low voltage detection mode (basically increased sensitivity). The flashlight is handy because I don't have to carry a small pocket flashlight. If you don't care about the flashlight or low voltage, get the one here.

The problem was that some people thought that in order to turn it on you were supposed to hold the button down the whole time. Then they failed to test its function on a known live circuit and would incorrectly assume that since it wasn't beeping there was no power.
If you push and release the button to turn it on, as it says in the directions, and doublecheck that its working on a known live wire, then there's no issue.
