I got the email too. I am on the One Plus promo plan with two lines.
But I am unable to sign up, I get the same error as you did.
Talking to customer service hasn't helped. They asked for a screenshot of the email with the timestamp, then got back with a generic response that you my plan is ineligible.

After a lot of fuss, CSR ended up adding the promotion to my account. I was able to sign up, after she took the action at her end. I was chatting with her through Messenger.
