  3. In the carousel offers, scroll to the right until you see the 'Get 10% Off $50+ when you pay w/ PayPal' Target offer and click on the 'Save Offer' link
  4. Proceed to shop at Target website with items of $50 or more

FYI - When you see the offer in PayPal Deals - you have to save it twice; the first time you click "Save Offer" brings up a dialog with the Ts &Cs, but you have to save it again after that.

Tried ordering a $500 Disney gift card and the initial PayPal landing showed the discount, but the final Target checkout page is now showing the full $500. Maybe they fixed it?

It should as long as you pay with Paypal.
I paid with Paypal for a pickup order Dec. 2020.
It turns out that their inventory count wasn't too accurate so two of the items I ordered was not in stock. I cancelled the items that were in stock and bought everything at Kohl's instead.
However, when that happens, the refund of the cancelled in-stock items was to a Target eGift card not back on Paypal !

That's the actual value of the card, after you submitted the order, PayPal will charges you only $450.00.
