Yes you need to have a PC capable of running VR games but you can stream wirelessly from the PC to the headset within the same house/network

From the site:
"VIVEPORT Streaming allows you to stream all compatible, installed PC VR titles from a VR-appropriate PC to a VIVE Focus Plus headset."

Trying to stream VR games from the cloud would be a nausea-inducing nightmare with the latency

It's actually fine. Using virtual desktop or the new oculus version of it works great, and in some cases better than being tethered

So this streams the content to your headset through pcvr, correct? Nothing is downloaded to your pc, other than the frontend software?

I'm assuming you'd have to have a pretty fast internet connection, regardless the specs of your pc.

I've used viveport, it's downloaded to your PC and streamed over your LAN. I'll go ahead and sign up for the trial to test on my oculus quest and make sure it's still the same. Either way, viveport always has the option to download locally which means you can always play wireless with virtual desktop and other similar apps

yes, streaming VR from a PC in your home works fine...I was answering that you still have to have an actual PC to run the VR games on.
