The offer is valid from 6-7-2021 to 9-10-2021 and only to the first 50,000 people. They don't give you the discount right at the cash register... they give you a $20 credit at some point in the future *if* you are the first 50,000. So it's impossible to know if you are going to get the $20 or not. Back when they had the $10 back on a $20 transaction, I had to contact the Better Business Bureau to get the $10 from PayPal. I advise you to steer clear of this one; PayPal doesn't have the best reputation at fulfilling promotions like this.
PayPal Terms and Conditions "Eligible Participant": Offer available to the first 50,000 PayPal and/or Venmo users to redeem the offer who are residents of any one (1) of the fifty (50) United States or the District of Columbia who: (1) are eighteen (18) years of age or older; and (2) are holders of a U.S. personal (Venmo or PayPal), premier or business account in good standing ("Valid Account")" during the Offer Period (defined below). Eligible Purchase(s): Purchases made with a Valid Account using PayPal or Venmo QR code ("QR code") functionality at participating CVS stores ("Eligible Purchases"). Eligible Purchases do not include: (1) any purchase made online or in app through PayPal or Venmo at checkout not using QR code functionality, (2) send/receive money transactions not using QR code functionality, (3) PayPal Cash Mastercard®, PayPal Cashback Mastercard®, PayPal Prepaid Mastercard®, PayPal Extras Mastercard®, and PayPal Business Debit Mastercard®, Venmo Debit MasterCard®, or Venmo Visa® Credit Card purchases made directly and not through a QR code purchase using a Valid Account; and (4) items excluded in CVS terms. "Offer Period": Starts at 12AM EST on 6/7/2021 and ends at 11:59PM EST on 9/10//2021. "How it Works: To qualify for the reward, Eligible Participants must make your first eligible touch-free purchase at participating CVS stores nationwide, of at least $20 using a PayPal or Venmo QR code in-store at checkout during the Offer Period. After completing the Eligible Purchase, $20 USD will be sent to your Valid Account ("Reward"). Reward": $20 USD voucher that will be viewable in the "Offers" section of the Eligible Participant's Valid Account for personal (Venmo or PayPal) or premier accounts. For business accounts, the Reward will only be visible during checkout and on the purchase transaction receipt(s). Only 50,000 Rewards are available during the Offer Period; Rewards will no longer be awarded once the limit is reached. How to Redeem: Once received, activated (where applicable), and qualified for, the Reward will be applied automatically to the Eligible Participant's Eligible Purchase that qualified for the Reward. The Reward must be redeemed during the Offer Period and may only be redeemed as described in these terms & conditions. Use of the Reward will be reflected on the Eligible Participant's PayPal/Venmo receipt and/or in the transaction details of his/her Valid Account. There is a limit of one (1) Reward per Valid Account. Miscellaneous: Redemptions are final, will not be returned except as otherwise noted below, and are subject to review and verification. The Reward has no cash value and cannot be redeemed for cash or transferred out of the Eligible Participant's Valid Account, except in PayPal's/Venmo's sole discretion. If item(s) purchased using a Reward are returned and the Offer Period has expired, PayPal will first refund the money spent to the payment method used to complete the Eligible Purchase and purchase amount in excess of the money spent (i.e., the value of the Reward) will not be refunded. Offer is void where prohibited. Participation is subject to PayPal's/Venmo's User Agreement. Offer is not transferable. Any questions relating to the offer will be resolved in PayPal's/Venmo's sole discretion and its decisions related to the offer will be final and binding. https://venmo.com/legal/us-user-agreement/
Worked for me. Did 2 separate transactions for 2 $25 Amazon gift cards. Received the $10 PayPal credit too, so it's a free $50. The self checkout wouldn't let me pay for the gift cards, so I went to the register. The cashier was able to do the transactions no problem.
and yet I see no official source provided, so my post remains outstanding
Check out the flyer - it was given to me BY CVS/WALGREENS in a back to school college pack that we gave out to our students. Also, it doesn't take a outstanding amount of effort to NOT be an asshole

Not sure what happened to you with a past offer, but this went quite smoothly for me. After adding both offers to Paypal and venmo, I simply purchased gift cards in separate transactions. Instant discount showed up in both paypal and venmo, and I also got the 2nd paypal cashback making this a moneymaker.
Since this offer is going on since June, I am surprised they didn't hit the cap on redemption yet. Nevertheless, worked today on my accounts and another without any hassle. YMMV.
One more question (sorry just signed up for Venmo):
I saved the offer, it shows up under Offers now. Once I click on the offer, a QR code shows up, and slider is on Show to Pay (I already verified my identity, and saved credit card to the account). So, I just need to show this QR code, and it will do two things: use the offer and also pay to the merchant, CVS in this case, or this QR code only tracks the offer and then use another code (dont know where it is) to pay? Thanks for your help.
For paypal - so after I scan the provided code in the Wiki, does the CVS 20 off 20 offer show up anywhare in PayPal app? and same for the $10 back in credit of $20 CVS purchase?
Has anyone else had issues scanning the QR code in the Venmo app? My PayPal app recognizes the QR code every time. The Venmo app just sits there on the QR capture screen. I tried two screens and a printed version of the code...
