And regarding your idea about RTX 3060 and RTX 3050 for content creation, is pretty wrong. That GPU is not their for gaming but for works which can use that. a RTX 3060 offers significant performance advantages over RTX 3050 in any content creation workloads like Video editing in Adobe premiere and after effects, Da Vinci Resolve and rendering applications like Blender and the 6GB video memory helps a lot over there.

It's a 60 watts 3060. You are not going to pushing higher than 60 fps on newer game with it anyway so the whole 60 hz argument is moot.
Dell Inspiron 16 plus comes with up to a RTX 3060 . I have posted the deals of that multiple times here. The thing is these laptops are not targeted towards gamers and that's why they don't provide high refresh rate panel.
And you're confusing Workstation laptops with productivity Laptops. These are nothing but high end productivity Laptops targeted towards users working on designing, Editing and other productivity stuffs, not gaming and for that, you don't really need a Quadro or Radeon Pro GPU with ISV certification.
For HP, they have the HP Envy 15 (Not to be confused with Envy 15 x360) series which was available up to RTX 2060 Max-Q last year and this year refreshed with RTX 3060 low wattage, just like all these other laptops with a lower wattage GPU, with 65W TGP. Inspiron 16 Plus has 65W + 5 W with dynamic Boost and this ThinkBook 16p laptop is also a 75W TGP version, including Dynamic Boost (probably a 65W fixed + 10W with Dynamic Boost). MSI has their Creator 15 and Creator 17 series laptops with GeForce gaming GPUs
The reason for not having high refresh rate panel is not because of the performance of the GPU but the target audience. All of these companies offer different series of Laptops with gaming centric features and a separate series of Premium laptops for productivity oriented customers. If you need gaming, then you have to look for their gaming series.

Hard to even think anyone is doubting the value of this 75w 3060 against the ultra low 40-50w 3050/ti builds on here
The screen is 60hz yes. But it has good response time, 400 nits, and Dolby vision(hdr) in. 16:10 creative focused package.
