The Rugged features are extra on top of that. This looks like a middle ground between conventional Consumer products and the super rugged chunky and heavy Laptops like Panasonic ToughBooks.

With the normal construction of laptops these days with nvme drives and soldered ram (2RAM slots here!), a lot of laptops can pass some of the Milspec tests already. This video shows the actual changes to really meet the other specifications.
And as mentioned previously, ignore all that and the specs are pretty decent without the rugged features. Also I like the unbranded looked. I'm guessing with the sale they are finding it hard to break past the typical rugged laptop buyers, which isn't surprising because they buy what worked for them before.

When I think of rugged, I think of something I can use outdoors and "on the go" ... so I look for two things, strong outdoor visible screen and battery life (cross fingers it has hot swappable batteries, for example) . But then that would make over $1000 probably.
Sadly, this one falters on both scores.
But if you are working indoors and want something durable, this has plenty screen brightness for that. And the specs internally look great.
For those looking for outdoor workability, I think it's worth saving some money to get up to something like the Dell toughbook 5420 ... there are probably other choices in the "semi rugged" sphere as well.

Believe it or not, there is something called the Dell Rugged Extreme (had it a few year back) which had peak brightness in the 550 nits range and it looked better than the toughbook (I thinkg it was toughbook 54) which had 800 or 1000 nits can't remember.
Dell actually uses a bonding technology that makes the screen more visible. But also made it more expensive.
Theoretically something around 500 can be pretty good, but this Acer isn't it.

And now, your concept of what a rugged Laptop is, is basically faulty at best. Rugged laptop does not mean taking the laptop outside your building and sitting in a park or Umbrella or using it in a train or bus. It means, working in areas which can cause damage to your laptop due to extreme conditions like Dust, water or extreme temperature.field workers in working in Electric and Gas Companies, Cable and Internet operators, Geological Survey and other scientific field workers need these kind of "Rugged" laptops. It is not for just sitting outside your building.
